Contingent upon federal funds, the Alabama Department of Public Health HIV/AIDS Division of Prevention and Care will award funding to one Community Based Organization (CBO) utilizing a competitive proposal process. During the funding cycle from Oct. 1, 2015, through Sept. 30,
2016, one successful proposal will be awarded in the amount of $1,463,867, depending upon available funding. Funding for this proposal will target the Birmingham-Hoover metropolitan statistical area (MSA).
The purpose of this RFP is to support development and implementation of a demonstration project for the provision of comprehensive HIV prevention and care services for Men Who Have Sex With Men (MSM) of color by creating a collaborative with CBOs, clinics and other health care providers, and behavioral health and social services providers in Birmingham-Hoover.
Behavioral health services include mental health and substance abuse treatment to enable MSM of color to utilize HIV prevention and care services. Social services include services that promote access to housing, job counseling, and employment services. The models should, ultimately, be
sustainable beyond the duration of the project period, with resources provided for ongoing HIV prevention and care in the Birmingham-Hoover MSA.
Eligible applicants for this proposal are public governmental and/or private organizations residing in the Birmingham-Hoover MSA that can demonstrate current non-profit 501(c)(3) status and can provide assurance of ability to access target populations.
In order to be considered for funding, an organization must file a letter of intent to submit a proposal by Sept. 4, 2015. This letter must document a current 501(c)(3) non-profit status. E-mail letters will be accepted.
Completed proposals must be received by the Division of HIV/AIDS Prevention and Care before or on Friday, Sept. 18, 2015, by 5 p.m.
